Memorandum for: All Hilltopper Battalion Cadets
Subject: Requirements for Promotion
The SHHS JROTC Instructor Staff must approve all appointments, promotions, or reductions..officer or enlisted. The Instructor Staff may appoint, promote, reduce, or reassign any Cadet, at any time, when he believes such action is in the best interest of the Cadet Corps and or the individual concerned.
Appointments, promotions, or reductions of cadets will be made on Cadet Battalion Orders. No appointment, promotion, or reduction will be until approval is obtained from the SAI or AI and orders are published by the S1.
Cadets selected to serve in one of the 8 key battalion leadership positions (BnCdr, BnXO, CSM, S1, S2, S3, S4, S5, CoCdrs & 1SGTs) must agree to serve in that position for the next two semesters.
The following will make a Cadet ineligible for promotion.
· Failure to wear the designated uniform on a mandatory uniform day and failure to make up the missed day within two weeks
more than twice in the current 9 Week Term.
· Failure to attend a mandatory battalion activity during the current 9 Week Term, without a valid excuse or prior approval.
· Repeated discipline issues in JROTC or any other classes.
The following are the established requirements for promotion to a higher rank:
· Must have demonstrated outstanding performance in current rank.
· Recommendation by Chain of Command.
· Excellent performance, appearance, bearing, and attitude
· Properly demonstrates the Army Values
· Role model to other cadets
· C/PV2 through C/SSG: Must have no less than a B or better average in JROTC classes and a passing semester average in
all other classes, as noted in PowerTeacher at time of the Promotion Board. Higher Cadet GPA contributes significantly to
Promotion Board decisions (i.e., determining who is selected for promotion)
· C/SFC and higher: Must have an A in JROTC classes and a passing semester average in all other classes, as noted in
PowerTeacher at time of the Promotion Board. Higher Cadet GPA contributes significantly to Promotion Board decisions
(i.e., determining who is selected for promotion)
· Knowledge in all areas required of lower ranks.

- 9weeks as E-1
- 90% or more on three uniform grades
- Recite the Cadet Creed with less than 3 errors
- Name the top 3 cadets in the Cadet Chain of Command and their Company Commander
- Recite the Mission Statement
- 90% or more on three uniform grades
- Recite the Cadet Creed with less than 3 errors

Private First Class (E-3, C/PFC)
- 9 weeks as E-2
- Name Cadet Chain of Command S1-S5
- 90% or more on two media presentation grades
- 85% or more on written ranks test
- Demonstrate individual drill skills (stationary and marching)
- Name Cadet Chain of Command S1-S5
- 90% or more on two media presentation grades
- 85% or more on written ranks test

Corporal (E-4, C/CPL)
- 9 weeks as E-3
- March in a platoon
- March a squad successfully
- 85% or more on written Chain of Command test (from Inspection questions)
- Recite the Army Values
- March in a platoon

- Recite the Army Values
Sergeant (E-5, C/SGT)
- 9 weeks as E-4 and have a sophomore status
- Be recommended by the Board
- Complete written assignment including Army Values and an example of each
- Demonstrate knowledge of duties of primary staff (BC, XO, CSM, S1-S5)
- March a platoon successfully
- Be recommended by the Board

Staff Sergeant (E-6, C/SSG)
- 9 weeks as E-5
- Be recommended by the Board
- Explain the different teams available to the battalion
- 90% or more on Drill Regulation Questions (written)
- Explain three current events and their significance
- Be recommended by the Board

Sergeant First Class (E-7, C/SFC)
- 9 weeks as E-6
- Be recommended by the Board
- Have all C’s or better with an A in JROTC in Power School at time of the promotion
- Verbally explain the definition of leadership and give an example
- Verbally describe the Winning Colors Model and know their own color
- Be recommended by the Board
- Have all C’s or better with an A in JROTC in Power School at time of the promotion

Master Sergeant & First Sergeant (E-8, C/MSG & C/1SG)

CADET OFFICER - CADET 2ND LIEUTENANT (O-1) TO CADET LIEUTENANT COLONEL (O-5)
Per selection by the SAI. Recommended by the Board and the Battalion Commander. Rank/Position is based on potential and previous performance in JROTC. GPA is heavily factored-in as well
The following are the established requirements for advancement from Cadet 2d Lieutenant (C/2LT) through Cadet Lieutenant Colonel (C/LTC)
· Must have demonstrated adequate performance in current rank
· Recommended by the Board
· Must have an A in JROTC and have at least an overall SHHS GPA of 2.0
· Knowledge in all areas required of lower ranks
· Properly lives the Army Values
· Role model to other
